Mandatory Environment Friendly Rules for all Classes
**** Be courteous and aware of the environment for which you are in.
1. All cars must have catch-pan under engine/running gear at all times in the pits to catch any leaks (tow vehicle as well if leaking). No cardboard allowed! You are responsible for your pit area(conduct rules apply)
2. Fire extinguishers are mandatory, with gauge reading full, securely fastened and easily accessible to drivers.
3. Radiator overflow cans mandatory – all classes. Must be adequate capacity, sealed and secured.
4. Non-toxic antifreeze only!
5. Gas tanks may be relocated, but must be securely fastened and protected by firewall. Side mount gas tanks must be relocated. Exposed filler necks must be covered by firewalls.
6. Batteries must be securely fastened. If relocated in driver’s compartment they must be covered.
7. Tech approved helmets only – helmet must be presented at tech inspection each race day.
8. All side moldings, antennas, hubcaps, etc. must be removed.
9. ALL DRIVERS ARE RESPONSIBLE FOR KEEPING PIT AREA AS CLEAN AS POSSIBLE. Please pick up trash and clean up spills.
10. If in the event you may lose pieces or parts off of your race car, be sure to retrieve them
GENERAL RULES FOR ALL CLASSES
1. General non-member admission for the season -$10.00 per car.
2. All drivers must show membership – show it or pay it!
3. Driver’s membership fee will be $25.00 for the season (additional $5.00 race day fee for each diver – each race day).
3a. MUST BE PRE-REGISTERED (prior to day of race) TO SCORE POINTS ON DAY OF RACE
4. Non-driver’s membership fee will be $15.00 for the season.
NOTE: Rules 3 & 4 – memberships for season good until Jan. 1st of following year, unless racing has begun. Memberships should be purchased as early as possible, before first race day (at meetings, not at track!)
5. One membership per car (4 people max) required for pit entrance – Pit open for tow vehicle and race car, and one (1) crew car, space providing, race director’s discretion-no traffic during racing
6. $10 fee for 1st or 2nd time outside member (3rd time must pay FULL membership $25 + race-day fee).
7. Anyone between the ages of 16 and 18 must show a valid drivers license, plus written documentation with parent’s consent.
8. All points go to car number! If a car is disabled, a driver and number will be allowed to change cars. Number must be placed on replacement car. See rule #24 re: numbers. Must have race director’s approval.
9. All cars must be inspected by pit steward prior to race each race day.
10. New cars must comply with our rules – discretion of pit steward for that’s day’s racing.
11. Line up board will be at registration booth prior to race.
12. If car does not come out in place to start its race, it goes in the rear.
13. All cars must start independently or start at rear.
14. If 12 or more cars per class are signed up for race day, heats will be split. When heats are split lowest numbers picked alternate between 1st and 2nd heat. For feature lineup, 1st heat = inside row, 2nd heat = outside row, top half inverted.
15. Must take green flag in a heat to qualify for feature and place accordingly – otherwise start in rear of feature.
16. If you cause a red flag in any race for any reason, the car or cars responsible will restart at the rear.
17. If any car causes three (3) red flags in any one (1) race, that car is disqualified for that race.
18. During racing conditions, all drivers must remain in their car unless in designated pit area, or car will be out for the remainder of that race.
19. If all four (4) wheels go out on outside of track, car is finished for that race. Stop racecar and wait for the end of the race to proceed to pits. If all four (4) wheels go out on inside of track, it’s at the flagman’s discretion (safety).
20. Pulling into the pits under any flag will result in loss of position (No exceptions).
21. Idle speed required at all times in the pits. Penalty – loss of racing privileges for the next three (3) consecutive races.
22. If given the black flag, car must go to pit area (No exceptions).

24. Cars must have easy to read, large numbers on both sides – 14” minimum height, 2 digit maximum. Must also have an easy to read 4” number on top right corner of windshield and right rear tail light area. Numbers must stand alone (not be interfered with graphics), and be located in the center of body. Modified numbers must appear in front of rear tires.
25. All cars must have tow hook or STURDY chain on front and rear for each access to tow vehicles.
26. Driver is responsible for removal of car from the ice at the end of the race day.
27. Tech approval is required for everything. Any questions, re-read rule 27!
28. ALL RULES SUBJECT TO CHANGE BY BOARD DISCRETION.
*****On points day races, TEAMS picked to be at the track early, and or stay late and leave early will be penalized by having to start at the rear each race for that day. This means you need to stay until everything is ON the track to race, and everything is OFF when all races are over. If you show up late or leave early you will start in the rear for three (3) consecutive points races.
*****There will be a CLEAN UP DAY Following the last day of the race season.
SAFETY RULES FOR ALL CLASSES
1. On drive wheels, over the counter car and truck chains only (no skidder type chains or studs).
Studded chains must be same height as V-bar chains.
2. NO WELDING OF ANY CHAINS! No studs or spikes in unmodified classes.
3. Roller chains allowed on non-drive wheels. Approved studs permitted 1” above roller max.
4. Working brakes required on all drive wheels – steering brakes are allowed.
5. Gas tanks may be relocated, but must be securely fastened and protected by firewall. Side mount gas tanks must be relocated. Exposed filler necks must be covered by firewalls.
6. Batteries must be securely fastened. If relocated in driver’s compartment they must be covered.
7. Fire extinguishers are mandatory, with gauge reading full, securely fastened and easily accessible to drivers.
8. 4-point harness (lap and shoulder belts) required and securely fastened. No homemade 4point harnesses or homemade belts.
9. All glass must be removed except windshield. Windshield may be replaced with Lexan only.
Side windows replaced with lexan must be easily removable from outside.
10. WE STRONGLY SUGGEST ROLL CAGES! Doors must be welded, bolted, or chained shut. If not running a roll cage, driver’s door must have at least one metal bar on exterior, running from rear of front wheel-well to front of rear wheel-well. Side-bar is not to protrude more than 2” outside original body lines (not including bumpers) and must be a minimum of 1.75” in diameter.

11. Floorboards are mandatory in driver’s compartment.
12. Firewalls are mandatory – front and rear.
13. Any weight added must be securely fastened – bolted down or welded.
14. Must have working windshield wiper.
15. No cars shall be painted mostly white (safety reasons).
16. No sharp or protruding edges allowed. MOD class only: if you have an outside mirror, must be no wider than outside crash bar.
17. Safety net in driver’s window is strongly suggested.
18. No wheel adapters allowed (excluding modified class – they must be steel).
19. Tech approved helmets only – helmet must be presented at tech inspection each raceday.
20. All side moldings, antennas, hubcaps, etc. must be removed.
21. Gas line can be relocated to driver’s compartment, but only one piece metal line.
22. ABSOLUTELY NO radiators or gas fillers inside driver’s compartment. Gas fillers must have metal firewall between driver and filler pipe.
23. No trailer hitches allowed.
24. Radiator overflow cans mandatory – all classes. Must be adequate capacity, sealed and secured.
25. Must have fully engaged lug nut for each wheel lug. Racing lug nuts suggested. Lug studs
MUST be seen through nut, unless bolt type.
26. Tech approval is required for everything that is a safety issue.

CROSS FLAGS: HALF-WAY POINT OF RACE
YELLOW FLAG: KEEP RACING WITH CAUTION, LOOK FOR PROBLEM ON THE TRACK.
RED FLAG: SLOW DOWN, STOP IN A SAFE MANNER!
BLACK FLAG: RETURN TO PITS RIGHT AWAY!
CHECKER FLAG: RACE IS FINISHED WHEN YOU PASS THE FLAG STAND!
ROLLED BLACK FLAG: WARNING!!!
CONDUCT : INCLUDES DRIVER, CAR, AND TEAM
1. Rough riding and/or unsportsmanlike conduct of any kind in the pits or on the track is not permitted and will not be tolerated. Drivers, car or team members found guilty shall be treated as follows:
First offense: A verbal warning
Second offense: A warning, and suspension for the remainder of that race meet.
Third offense: A warning, and suspension for the remainder of that race meet and the next.
Fourth offense: Suspension from the N. L. I. R. A. Reinstatement of the suspended member can only be done at the next regularly scheduled meeting by secret ballot vote. Any suspension applies to team
2. Any person considered intoxicated, under the influence of drugs, or medication, and not physically or mentally responsible for their actions, or are considered a threat to fellow drivers, will not be allowed to race that day by track officials
3. 11:00 till the very end of the last race -NO drivers or crewmember are allowed in the infield, or flagman and scorer’s areas, or on the track for any reason unless given permission from track officials.
4. When the green flag drops, the flagman is in complete control of the race. Any decision rendered by said flagman will be respected by track management. The flagman has the right to start the race as he sees fit.
5. Any physical contact by driver or crew with others will result in suspension from the club. (NO FIGHTING)
6. Ten (10) teams for each race day will be determined by draw number for clean up at the end of each race day.

MODIFIED CLASS RULES
1. Any open wheel car. Any body on any frame
2. No front wheel drive cars.
3. No four wheel drive cars.
4. A full safe roll cage is mandatory -4 point minimum.
5. Bumpers, crash bars and nerf bars must not exceed the outside tire width. No cowcatchers.
You must have front and rear bumpers that are collapsible or are not a part of the structural frame of car. Tech approval required
•No sharp edges allowed (if have outside mirrors, must be no wider than crash bars).
•All cars must be open wheel style.
•Tires must be the furthest extremity by at least 2"
6. All doors must be welded or bolted shut. Driver’s door shall not be cut down the extent that it could endanger the driver.
7. Fenders are optional. No full fenders.
8. Suspension may be altered.
9. No C.I.D. limit.
10. No modification limit.
11. Engine may be located front or rear.
12. 4 point seat belt harness minimum.
13. Bumper height front and rear -18".
14. No aluminum wheels, unless they are racing approved.
15. Absolutely no radiators or gas fillers inside cockpit area.
Gas fillers must have metal firewall between driver and filler pipe.
16. Non-toxic antifreeze only.
WE STRONGLY SUGGEST ALL ROLL BAR TUBING IN DRIVERS VICINITY SHOULD BE WELL
PADDED
STREET STOCK CLASS RULES
1. Must be 6 or 8 cylinder rear wheel car.
2. Body, frame, & motor must match make of car.
3. No convertibles.
4. Can be pick-up trucks, ½ ton only -full body and full metal beds. NO flat beds or any open wheels. Gas tank must be located inside frame rails and covered. If questionable, get tech approval.
5. No front wheel drive cars.
6. No four wheel drive cars.
7. Stock appearing bumpers front and rear -reinforcements allowed behind face of bumper.
8. Radiators may be reinforced behind the grill.
9. Fenders may be trimmed for chain clearance, but not excessively.
10. Roll cages are optional.
11. Only one shock per wheel.
12. Only stock appearing and location springs on front.
13. Helper springs are allowed on rear.
14. Stock suspension only-no Jacking Bolts
15. Any tire is allowed but must fit inside the fender line.
16. Steel or aluminum wheels are allowed but must be no more than 2” backspacing, Maximum 8” wheel. No reversing wheels in any way, form, or manner.
17. Engine must be stock All THROUGH.
18. Any carburetor is accepted with no more than I” spacer. Must be stock or factory fuel injection. No turbos. Only two valves per cylinder
19. Must be stock intake and exhaust manifolds. NO MODIFICATIONS!
20. Motor must be in stock position.
21. Exhaust must exit under car.
22. No nitrous-oxide.
23. Must have 4-point seat belt harness.
24. Hood pins only – no inside releases.
25. Absolutely no radiators or gas fillers inside cockpit area. Gas fillers must have metal firewall between driver and filler pipe.
26. Non-toxic antifreeze only
MINI-STOCK & FRONT WHEEL DRIVE CLASS RULES
1. Any stock 4-cylinder car.
2. Body, frame, & motor must match make of car.
3. Engine must be stock all through.
4. No convertibles.
5. Stock two wheel drive trucks are allowed. Must have full body and full metal beds. NO flat beds or any open wheels. Gas tank must be located inside frame rails and covered. If questionable, get tech approval.
6. Mini-stocks must be rear wheel drive. Front wheel class is obvious.
7. Stock appearing bumpers front & rear -reinforcements allowed behind face of bumper. Bumper covers not required.
8. Radiators may be reinforced behind the grill.
9. Fenders may be trimmed for chain clearance but not excessively.
10. Roll cages are optional.
11. Only one shock per wheel.
12. Only stock springs on front.
13. Stock suspension only-no Jacking Bolts
14. Helper springs are allowed on rear.
15. Any tire is allowed but must fit inside the fender line.

17. Must be stock intake and exhaust manifolds.

19. Any size carburetor with a I” max spacer is allowed. You MUST have a stock manifold.
20. Exhaust must exit under car.
21. No nitrous-oxide.
22. Must have 4-point seat belt harness
23. Hood pins only – no inside release.
24. Absolutely no radiators or gas fillers inside cockpit area. Gas fillers must have metal firewall between driver and filler pipe.
25. Non-toxic antifreeze only.
4—CYLINDER COMBINED
1. Any person from the age of 13 and above.
2. All C-Class drivers under the age of 18 will need a notarized written permission slip on file with NEIRA prior to racing.
• Permission slip must contain a legible list of authorized parent(s) / legal guardian(s) to be responsible for driver.
3. A parent / legal guardian must sign in with the driver (in office trailer). Be present for each line-up and be available in pits during all C-Class racing action. Parents must be at office trailer during the race.
4. As required by spectator insurance, all C-Class drivers must pass a driver’s test by officers/ officials prior to racing
5. Any 4-cylinder front or rear wheel drive car meeting all safety and general rules is legible
• 4-cylinder car can be used from regular front or rear wheel drive classes
• C-Class race will be held between Street Stock and Modified feature so as not to immediately precede or follow a 4-cylinder feature.
6. WE STRONGLY SUGGEST ROLL CAGES! Doors must be welded, bolted, or chained shut. If not running a roll cage, driver’s door must have at least one metal bar on exterior, running from rear of front wheel-well to front of rear wheel-well. Side-bar is not to protrude more than 2” outside original body lines (not including bumpers) and must be a minimum of 1.75” in diameter.

8. ALL drivers will wear a SNELL 95 or greater helmet approved by pit steward.
9. Window nets are mandatory.
10. Use of Neck collars is strongly suggested!
******PARENTS/ LEGAL GUARDIANS WILL BE RESPONSIBLE FOR ALL COMBINED DRIVERS.
